The Film Certification Appellate Tribunal has pulled up CBFC for its “arbitrary and capricious“ approach to changing certification of several films from adult to U/A for films even as censor board chief Pahlaj Nihalani said on Sunday that Udta Punjab had been cleared with adult certification. He made no mention of the cuts that had been asked for sparking speculation as to whether the board had reviewed its decision hours before the Bombay HC was expected to give a verdict on the matter.
