Fenil's Bollywood Talk # 692

WILL MAHARASHTRA CINEMAS OPEN SOON?

The flow of Hindi film releases has once again stopped. Bellbottom kickstarted the movie-watching season followed by Chehre and Thalaivii. The reason why no more films are releasing is because the crucial state of Maharashtra is still shut. What’s shocking is how the industry is silent. The losses are mounting and survival has become difficult for the theatre owners in the state. Yet, except for some token gestures and pleas to open cinemas, the exhibition and production sector isn’t doing much. Away from the limelight, the industry stakeholders have met the Maharashtra government officials and have requested them to allow the reopening of cinema halls. But unlike shop owners and the restaurant industry that did public protests and put immense pressure on the government, the conduct of the film industry, in comparison, is lacklustre.

However, since the past few days, some murmurs are going around in the industry and trade that cinema halls would finally be allowed to reopen in Maharashtra. While some predict that it’ll happen in the first week of October, some have claimed it can happen as early as next week.

The Ganesh Chaturthi festival was celebrated from September 10 to September 19 in Maharashtra. Though the government put a lot of restrictions on the celebration, people were still free to go to each other’s houses and even travel out of town. Some experts predicted that the cases would increase once the festival ends. However, till now, there has been no major upsurge in cases. Hence, the buzz is that once the state government realizes that the cases are in control, they’ll allow the theatres to restart by next week or a week later.

On the other hand, the skeptics don’t want to keep any hope. They argue that even in August, Maharashtra health minister Rajesh Tope had assured that the theatres will open soon. But that didn’t happen. In June’s first week, the government introduced a level-based reopening model. As per this strategy, the cities and districts with the least cases were put in Level 1 category and these places were allowed to open theatres. As a result, theatres had opened in Malegaon and Aurangabad. But in 20 days, this level-based formula was thrown out of the window due to fears of the Delta Plus variant. Many were shocked how this level-based model, which seemed very sensible and practical, was abruptly ended within a couple of weeks.

Hence, the government can’t be trusted. There’s a possibility that cinemas might not open in October. The government didn’t give any reason why it didn’t open theatres in September and even the industry got too scared to speak about it openly. Also, in September first week, a newspaper article in The Times Of India had reported that the government is looking at opening drama theatres first, in the first week of November, and then they’ll decide on the theatres and multiplexes! If this is what the government implements, the industry would lose out on the Dussehra holiday (October 15) as well as the Diwali holiday (November 5). This would prove catastrophic and one can only hope that the theatres open as soon as possible.

Malls, theatres in Mumbai to open; longer hours for shops, eateries

No Decision Yet On Local Trains For All Citizens

Mumbai: With Coronavirus cases in Maharashtra plateauing for over a month now, the state government on Thursday approved easing of curbs in 25 of 36 districts, including reopening malls and multiplexes, extending hours for restaurants and shops, and permitting dining out on weekends. The government will also relax the limit for gatherings at social and cultural events, but all restrictions will continue to apply on Sundays.

The 25 districts where relaxations will be effective include Mumbai, Thane, Nashik and Nagpur where Covid-19 indicators like positivity rate and case growth rate are lower than the state’s average. The remaining 11 districts—Pune, Solapur, Sangli, Satara, Kolhapur, Raigad, Palghar, Sindhudurg, Ratnagiri, Beed and Ahmednagar-—have a higher weekly positivity rate and case growth rate than the state average.

A decision on rolling back restrictions was taken in a meeting with the Covid task force chaired by chief minister Uddhav Thackeray on Thursday. A formal order providing details of relaxations is expected in a day or two, said officials.

Mumbai: Health minister Rajesh Tope said shop timings will be extended from 4pm to 8pm and dining-in at bars and restaurants allowed for longer hours at 50% capacity. Non-essential shops as well as restaurants may be allowed to stay open till 4 pm on Saturday. Sunday restrictions will continue. The guest limit for social and cultural events will also be increased.

“It has also been agreed to allow malls, theatres to open at 50% capacity. The state will also be insisting that shop owners ensure their staffers are fully vaccinated. The government will also discourage the use of AC (air-conditioning) where large groups of people have been allowed like wedding halls. It is better for establishments to open their windows and allow for better circulation,” said Tope.

However, there is no consensus within government on allowing the general public to use local trains. A decision is likely after a meeting with railway officials. “Checking of passengers will require huge manpower. Concerns were also raised regarding the rise in cases in Kerala and so it was decided to push train travel back for some more weeks,” said Tope. “Several discussions were held before finalising restrictions. We are closely monitoring any surge related to a third wave and preparing for it but economic relief had to be extended to the business community,” said Tope.

As per the Covid update, the weekly positivity of the state was 3.8% and weekly growth rate as on June 27 was 0.11%. However, some districts like Satara are at 8% weekly positivity and a growth rate of 0.44%, the highest in the state.

“Some of the districts where relaxations will not be given are still a cause of concern for us. If required, restrictions may be further tightened in those districts,” said Tope.

Officials quoted Thackeray as saying authorities should ensure that guidelines to be followed by establishments are complied with strictly so that relaxations do not lead to a surge in Covid-19 cases.

We won’t survive another lockdown, say Multiplex, retail, shopping centre associations

Multiplex, retail, shopping centre associations say their business was in recovery process and will be hit badly if second lockdown is imposed
MID-DAY (April 2, 2021)

Cinema, retail, and shopping industries won’t be able to bear another lockdown, industry associations said on Thursday, urging Chief Minister Uddhav Thackeray to not impose a lockdown in Maharashtra.

Multiplex Association of India (MAI), Retail Association of India (RAI), and Shopping Centres Association of India (SCAI) said they were following all the safety protocols of the government but a lockdown will hit the business, which was in the recovery process.

Maharashtra Health Minister Rajesh Tope recently said people should be ready for stringent measures in the coming days to curb the spread of Coronavirus and that imposing a lockdown is the last option for the state government.

‘Need to co-exist’
Kamal Gianchandani, CEO PVR Pictures and MAI president, said the cinema industry is mentally reconciled with the fact that they will have to “co-exist with the virus for some time”.

“There’s a sense of déjà vu for sure because we all have painful memories of the lockdown,” he told PTI in an interview. He said businesses should be permitted to function because that’s the only way for them to sustain.

“If we can’t function, the whole cycle comes to a stop and then we cannot sustain ourselves. So, if at all, they’re thinking of a second lockdown, we would urge them to reconsider their decision and take a much more long-term and pragmatic approach.”

“Businesses, the economy and the virus have to co-exist. You can’t manage and contain one at the cost of the other. It’s not an either-or situation anymore. It has to be an ‘and’ situation,” he added.

Several films like “Haathi Mere Saathi” (Hindi version), “Bunty Aur Babli 2”, and “Chehre” that were up for release in March and April have been pulled by the makers from the calendar due to uncertainty amid the pandemic.

‘Would be knee-jerk reaction’
Kumar Rajagopalan, CEO, RAI, told PTI that a lockdown would be a non-analytical and knee-jerk reaction. “Because it means we have given up hope that we can control the situation, that in the last one year, we have not learnt anything new. So, this is a really non-tenable situation and who can survive.,”

“If retail does not get money, then the suppliers do not get money and if suppliers do not get money, then the factories cannot operate. And if the factories do not operate, then it has an overall effect all across the system. The government does not get taxes and the employment will also go down,” Rajagopalan said.

Mukesh Kumar, chairman and director on board of the SCAI, said the industry is already suffering because of the previous decisions of the government like mandatory testing for the mall and reducing the timings.

“We are just recovering. We have reached almost 60 per cent of the footfall and 90 per cent of sales in March but then it started going downhill once the notification came about checking people coming to the mall and that they must have a negative RT PCR report... Then the second news came about reducing the timings, so these were all bad news.

“Let’s hope that this doesn’t happen because we will not be able to take another lockdown. Another shutdown will be discriminatory only for the malls, theatres and F&B,” Kumar told PTI.

Amitabh and Abhishek Bachchan have tested positive for Covid-19. The 77-year-old actor, who has been admitted to Nanavati hospital in Juhu along with his son, tweeted the following message just before 11 pm: “I have tested Covid positive.. shifted to Hospital.. hospital informing authorities.. family and staff undergone tests, results awaited.. All that have been in close proximity to me in the last 10 days are requested to please get themselves tested!”

An official at the hospital, who did not wish to be named, told Mirror that senior Bachchan was experiencing slight difficulties in breathing but had not been admitted to the ICU. He added that the actor had several comorbidities, which is why doctors recommended that he get himself admitted. Abhishek, too, has minor symptoms, doctors said.

Bachchan was last seen in Shoojit Sarkar’s Gulabo Sitabo, which was released on Amazon Prime Video. Two other films, Jhund and Chehre, are ready for release, while he is yet to complete Ayan Mukherji’s Brahmastra with Ranbir Kapoor and Alia Bhatt.
